Map Not Referenced

I georeference a pdf in Global Mapper and export the file. I add to Avenza and get a message "Map not referenced". I remove the file and re-add it and it is fine, and any file I add in the same session is also fine. Why I am getting this message on the initial load when it has clearly been georeferenced? Thanks.
