Adding photo to track incorrectly says no location information available

When I attempt to add photo(s) to a track, Avenza lets me pick camera pictures, but then incorrectly reports that the photo does not have location information and does not add it to the the track. Is this a bug?

Adding the same photo(s) via the map's edit menu > Plot Photos option works and creates placemarks for each photo at the embedded location.
