Do linked maps show up on the base map?

I'm new to Avenza and am a little confused.

I want a map I downloaded to show up on the base map so I created a layer and added the downloaded map.  However, nothing changes in the base map.  Are my assumptions wrong?  Is there another way I can see downloaded maps on the base map.

  Hi TMacD,

  Unfortunately, at this time, only custom map feature layers—such as placemarks, tracks, lines and areas—in KML/KMZ, SHP or GPX file formats can be imported and overlaid on the OSM basemap.

  Custom maps in PDF, JPG, or TIFF formats will be imported as standalone map files. They will appear as separate entries on your My Maps page and cannot be layered over the OSM basemap.

  However, you can still record custom features directly on these imported maps.
