Not able to load maps

I am struggling here, I have tried a few other map apps and people say to use Avenza because of the MUVM.  So I went to the store and loaded the MUVM for Ozark St Francis and they are nice and detailed......but.....

 

Why would the maps not lay onto the "base maps"?  Like what good does it do to have these Forrest maps if I do not see the rest of the maps outside what I downloaded?
