Software to make georeferenced map
I know the paid-version of ArcGIS is commonly used to produce maps for use in Avenza. I am looking for free software which will allow me to make maps.
All I want to do is throw my waypoints and track logs onto a topo base map...and, then export the map as a georeferenced PDF.
Garmin Basecamp meets my needs, but the exported maps are not referenced.

In terms of suggesting an open-source or free GIS software to use for georeferencing maps and creating maps, I recommend using QGIS - https://qgis.org/en/site/. Thank you for the question!

While waiting for this reply, I discovered QGIS, downloaded it, and produced a custom geo-referenced map. It took watching a Youtube vid, or two, but was pretty manageable.
It would be nice if there was some way-less-full-featured option. But, for me anyway, QGIS is workable.
